社会福祉への”非参加”　：　地域社会での社会福祉への参加の根拠づけを求めて

Ours is the age of community welfare, and what is now needed most is the residents' or Citizens' participation in the activities of socal welfare, because without people's particiopation there could be no social welfare worthy of its name. Unfortunately, most of them do not take such participation as a serious possibility-in other words, opting out of it is prevalent in today's Japan. However desirable their participation may be, no effective program to promote it is likely to be designed,m as long as we do not first analyze and identify the nature of this opting-out, which is just what the present paper proposes to do.
