| 内容記述 | 非定型問題の考察を中心問題とする授業を通して，社会科の学びに対する生徒の学習意欲が高まることはこれまでの実践を通して一定程度明らかになった。そこで，本研究では，非定型問題を考察する学習活動が，思考力・判断力・表現力にどのような影響を与えるのかという点についてラテラルシンキング（水平思考）とロジカルシンキング（垂直思考）という 2 つの視点から検証することにした。地方の人口問題の学習では，直面している課題として急速な人口減少と高齢化について取り上げた。そこで，過疎問題の解決策の一つとして実際に取り組まれているコンパクトシティ政策を鳥取市で導入するとした場合に，その肝となる居住誘導をどのように進めるべきか，という非定型問題について考えさせた。授業を通して，これまでの学びや生活経験の中から得た情報を使って居住誘導策を多くの生徒が提案するなど一定の成果が見られた。一方で，自分が立案した政策を精緻化することに関しては，必要な情報を資料提示し，事実やデータに基づく思考を促すための工夫が必要であることが明らかになった。 | |||||||||

| 内容記述 | Through lessons centered on examining non-standard problems, it has become reasonably clear through past practice that students' motivation to learn social studies increases. Therefore, this study decided to examine how learning activities involving the consideration of non-standard problems affect thinking skills, judgment skills, and expression skills from two perspectives : lateral thinking (horizontal thinking) and logical thinking (vertical thinking). In studying regional population issues, the class addressed the pressing challenges of rapid population decline and aging. Students were then asked to consider a non-standard problem: if Tottori City were to adopt the compact city policy—a solution actually being implemented to address depopulation—how should the core strategy of residential guidance be advanced? Through the lesson, some achievements were observed, such as many students proposing residential guidance measures using information gained from their prior learning and life experiences. However, it became clear that more effort is needed to refine the policies they devised. This requires providing necessary information through materials and devising ways to encourage thinking based on facts and data. | |||||||||
